Dear Attorney General,

Torture is a crime under international law. The USA’s refusal to apply
international definitions of torture and ill-treatment, and the resort
to indefinite detention without charge or trial, secret detention and
denial of habeas corpus, breach its international obligations to uphold
human rights.

I call on you to launch a full investigation into the CIA’s detention
and interrogation programme. It should examine any cases that amount to
enforced disappearances and torture, whether by waterboarding or other
techniques. The investigation should ensure that anyone involved in such
crimes is brought to justice.
